Besides being the Director for Finance at AFLI, Tobias is also the lead consultant in Development Training and Research at the Think Tank. His management and teaching experience spanning 2 decades at advanced level makes him one of the leading authorities in decentralized governance, grassroots institutions building, rural development, food security and monitoring and evaluation. He has published on Primary Health Care, Civil Service Reform, Ecology and Disaster Management. He continues to serve as a professor of Social Policy at Makerere University & Uganda Management Institute Graduate Schools. He is a professional Affiliate of the National Association of Social Workers of Uganda, and a Member of the Uganda Seismic Safety Association.
